What's actually in it — provision by provision

Arguments, both sides

In favor

“Boosting the Rainy Day Fund will continue to provide a needed reserve for future years and protect programs that working families need.”

— Senate President pro Tempore Monique Limón (D-21), via Ballotpedia [source]
Against

“We don't have a rainy day fund in California. All this does is create a bigger slush fund for money to be used the following years instead of returning the money to the taxpayer.”
